Workforce Policy of the Bukhara Oil Refinery

     The guest of our crossline is a person with a surprisingly interesting history of his work with the factory staff, who personally knows all the factory workers, many of them for many years. According to the head of the department of training and retraining of personnel Gulhumor MIRZAJANOVA, the formula for success of the company lies precisely in live work with people skills, with young people. The focus is on the training of highly professional specialists. The directions of the personnel policy of the Bukhara Oil Refinery will be discussed in this interview.
 
     – It is a known fact that foreign experience is used for the purpose of training personnel. Tell us more about the main directions of the personnel policy of the plant and its effectiveness.
     – The major purpose is to provide all structural units of the plant with qualified personnel. In the furtherance of this goal, we are working in three main areas. First of all, the newly hired employee receives primary knowledge of occupational health and safety, gas and electrical safety, fire safety and the basics of industrial safety, as well as a complete general understanding of the plant and the main production processes. The knowledge gained by the employee is necessarily supported by practice, in fact, industrial training takes place within 4 weeks with the retention of a salary. And only after completing the training course with the combination of practical activities and passing exams, a person, occupying a workplace in the workshop and joining the team of employees, begins a full-fledged production process.
     The following stage is preparation for self-guided work within their specialty. For this purpose, experienced specialists, production masters, supervisors and deputy managers, technical and engineering employees are involved, who digging in and pass along professional experience and knowledge as interns and mentors in their specialization.
     With the exception of a narrow professional training, we practice other areas of training and retraining of plant employees in framework of implementation of new decrees of the President of the country, changes in laws and rules on labor protection. At these seminars, not only the working personnel, but also the management of the company gained new knowledge. For example, every manager is required to undergo training and education in the Industrial Safety Executive.
     No less important for the Oil-Processing Plant is the work with the younger generation – graduates of higher educational institutions and professional colleges. We mainly cooperate with the Tashkent branch of the Russian State University of Oil and Gas named after I.M. Gubkin. Graduates undertake an internship in our plant. In the mornings, young people are engaged in online training with university teachers, receiving theoretical knowledge in their specialties, in the afternoons they already go to our production, apply the knowledge gained in practice, distributed to the workshops. This format of training-internship is organized for them twice a year. We have also been cooperating for 20 years with the Faculty of Oil and Gas of the Tashkent Institute of Chemical Technology. The second year – with the faculty of «Oil and Gas» of the Tashkent State University named after Islam Karimov, and before that with the faculty of Instrumentation and Automated Control Systems.
     Long-term cooperation put in touch with the Karakalpak State University. Students of these universities, as well as the Bukhara College of Oil and Gas, successfully pass pre-diploma practice in our plant within the framework of the agreement. I can confidently note the high efficiency of such collaborative work with students.
     The advantage in this regard is that all these guys, undergoing practical training in our plant during their studies at universities, after graduation come to our plant as well-trained personnel, and we calmly hire them, because they come to work where they underwent practical training and already know where they will work, in which workshop and what duties and tasks they will have.
     – What period of time is allotted for practical classes of students in the Oil-Processing Plant and how many students may study in each course? In what languages is the training?
