Social Development Program

Human Dignity is the Major Priority

3/2022

Today we are witnessing not only large-scale reforms in all sectors of the economy of our country, but also significant work in the social sphere. The principle «For human dignity», defined as the main criterion in the Development Strategy of the new Uzbekistan, already now serves a person, the determination by each citizen of his place in life and society, the protection of his interests and dignity, the provision of favorable living and working conditions in accordance with his capabilities and abilities.
Talking about ensuring the labor, social and economic rights of every citizen, certainly, it is impossible not to mention the activities and participation of trade unions in this process. This structure plays a decisive role in creating comfortable working conditions for employees in organizations and enterprises, strengthening the role of public control in the effective implementation of labor protection requirements.

At the Bukhara Oil Refinery, which employs more than three and a half thousand employees, the establishment of a full-fledged social partnership between the administration and the trade union committee plays an important role not only in protecting the socio-economic interests of workers, but also in the stable growth of production indicators. Because the effectiveness of any enterprise directly depends on the coordinated work of all structures and common goals and objectives for all employees working on it. When each member of the team feels his social significance in the workplace, support of a friend, material and moral encouragement from executive management, strong motivation and encouragement of his work, then the incentive and efficiency of the worker increases, respectively, and labor productivity will increase. These principles are unswervingly adhered to in the Bukhara Oil Refinery, the socio-economic interests and rights of whose employees in the field of labor are reliably protected by both the employer and the trade union committee. And this course of plant management is supported by the effectiveness of the economic performance of the plant – an annual increase in the volume of production of products that are sold in the domestic and foreign markets, making a significant contribution to the development of the country’s economy.
As a result of the work carried out on the basis of social partnership, the monthly wages of employees in recent years have been steadily increasing, the salaries of factory workers are provided on time, without delays, moreover the stability of the preservation of factory labor is fixed.
At the plant, employees annually undergo a medical checkup and, according to the conclusion of doctors, the necessary assistance is provided to those who needs therapy to restore their health. In addition, conditions have been created for each member of the team to get a good rest in any health resort of our country every two years (agreements have been concluded with all health resorts of Uzbekistan).
It is worthwhile noting such a fact as the provision of workers with special clothing, personal hygiene means and dairy products.
Another important consideration is the study by the trade union committee of emerging problems in labor-management relationship or issues on the agenda, as well as the mood of both the individual employee and the factory staff as a whole. To this end, each workshop is visited by trade union workers and personal meetings are held on a regular basis with those workers who need attention. Do they receive their monthly salary on time, are they satisfied with its size, what problems they face at work and many other vital issues related to health, working conditions and recreation – this is far from a complete list of issues, as a result of studying which trade union employees develop and submit their proposals and requirements to the plant administration. In this work, the assistance and support of the primary organization of the Youth Union of Uzbekistan of the Bukhara Oil Refinery, and the Women’s Committee are indispensable.
The high level of social protection of thousands of employees of the plant is demonstrated by the example of the city of Neftchi. Today in this town there are about 700 cottages with convenient infrastructure, and it will not be an exaggeration to say that our employees and their families live comfortably in them. As well as in the city there are modern schools and preschool educational organizations, where hundreds of our boys and girls have all the favorable conditions for studying, developing their abilities and talents, a full life. Camp «Neftchi», which in the season can take more than 1 thousand children, provides services for the organization of meaningful summer holidays for schoolchildren of our employees.
However, the work to support families and children of factory workers is not limited to these institutions and services. In our team there are employees whose children study in domestic and foreign universities on a contract basis. Under the collective agreement, such employees are allocated a significant amount of money and material support is provided, or the plant pays for the education of their children in a higher educational institution. I would like to emphasize that there are a lot of employees who enjoy such support with gratitude, and they make a great contribution to the future of our plant.
