Kyrgyzstan – the Centre of Digital Innovation in the Turkic World

     The digitalization of the world economy is actively expanding the boundaries of its possibilities, and this area is becoming an important platform for interaction between the countries of the Organization of Turkic States. In the era of rapid development of digital technologies, leadership in this area becomes a determining factor for the future of any country. Mr. Azamat JAMANGULOV, the new Minister of Digital Development of Kyrgyzstan, has a solid background in finance and technology. In this interview, we discussed the subject of the OTS’s strategic initiatives and the changes taking place in the digitalization of the Kyrgyz Republic.
 
     – Azamat Saadatbekovich, the editorial board congratulates you on your appointment as Minister of Digital Development of Kyrgyzstan. It is interesting to learn about your career path and what fresh ideas and approaches are you planning to introduce in your new position?
     – Thank you for your congratulations. For many years my professional activity has been connected with the banking and financial sector, development of digital solutions and mobile financial services. This experience gives me a deeper understanding of the challenges facing the industry and enables me to work confidently to address them.
The Ministry of Digital Development is already implementing a number of strategically important initiatives aimed at simplifying the receipt of government services and expanding digital opportunities for citizens and businesses. We will continue to work in these areas, building on the established initiatives, improving existing projects and introducing new technological solutions that meet modern challenges.
     Our priority is to make digital services even more accessible, convenient and efficient for everyone in the country.
     – What infrastructure projects were the key factors that ensured the successful digital transformation of Kyrgyzstan?
     – The key infrastructure projects that ensured the successful digital transformation of Kyrgyzstan were:
     ● G-Cloud – a government cloud platform providing centralized storage and processing of data of government agencies. This project will significantly increase cyber security, improve the availability of government digital services and reduce IT infrastructure costs. G-Cloud plays an important role in the development of e-government, providing a reliable and scalable IT solution for government services.
     ● The IT college and digital training center to be built jointly with KOICA is an important step in the development of digital education in Kyrgyzstan. Within the framework of the official visit of the President of Kyrgyzstan Sadyr Japarov to the Republic of Korea, the Ministry of Digital Development of the Kyrgyz Republic and the Korea International Cooperation Agency (KOICA) signed a Protocol of Negotiations, which provides for the construction of a modern digital training center. This center will become a training platform for civil servants and citizens wishing to learn relevant digital skills. It will be equipped with advanced hardware and software, and educational programs will be adapted to the demands of the labor market and modern technologies. The total cost of the project is $7 million. The total cost of the project is 7 Million US Dollars.
     It is expected that the implementation of this project will create new opportunities for training highly qualified IT specialists who will contribute to the development of the country’s digital economy. In addition to these initiatives, the expansion of the Internet infrastructure, the development of data processing centers and the introduction of e-services for citizens and businesses have become important factors of digital transformation. Together, these projects create a solid foundation for Kyrgyzstan’s digital future.
