Currently, measures are being intensified in all areas to protect public health, protect the environment, reduce harmful waste and chemical components that pollute the atmosphere, eliminate waste, and minimize damage to nature and settlements. In particular, below we will dwell in detail on the practical work carried out on the ground at the Navoiyazot enterprise.
The Government of the Republic of Uzbekistan and the Legislative Body – the Oliy Majlis, paying great attention to environmental protection and rational use of natural resources, regularly develop new stringent requirements, roadmaps and action programs to ensure environmental cleanliness. In the «Environmental Protection» department of the «Navoiyazot» enterprise, the scope of work on monitoring the decisions made in this direction and their implementation has expanded.
In accordance with the Resolution of the Cabinet of Ministers No 286 of October 8, 2015, a new procedure for the implementation of environmental control of production was established, new tasks and functions of the environmental service, as well as special tasks for environmental audit were developed.
Now, according to the characteristics of the Department of Environmental Protection and Rational Use of Natural Resources, a separate engineering position is required for each area of work:
● air emissions and air protection;
● control of the volume, quantity and composition of wastewater from the company’s production units entering the biochemical treatment facilities, their treatment at the facility and discharge into the Kasaba-Durman canal;
● generation of production waste and the direction of their use or disposal;
● development of appropriate environmental standards: limited environmental standards for permissible discharges of pollutants into the atmosphere (Maximum permissible emissions), environmental standards for permitted limited discharges of pollutants on the surface of water bodies and areas (Maximum permissible discharges), environmental standards for waste generation and disposal projects (maximum permissible waste), permits for special water use (Permit for special water use) and compliance with their requirements, permits for the installation of a demercurization plant.
● including the development and control of measures and program plans for environmental protection and rational use of natural resources. It should be noted that today the company is carrying out certain work in all the above areas on the basis of a clear plan, and in its place the improvement of the environment and ecology is achieved.
The development of regulatory documents and projects is carried out with the coordination and approval of inspection and control organizations (local and republican bodies of state environmental and sanitary control), and in addition to them, work is carried out in the following areas:
● Implementation of permits for the import and export of hazardous and ozone-depleting substances;
● In order to ensure the implementation of the relevant decision of the Cabinet of Ministers and the establishment of environmental safety of technological processes (production of technical methanol, production of hydrochloric acid, production of sodium cyanide), environmental certification of products and waste, with the Navoi regional branch of the State Center for Environmental Certification and Standardization LLC, which carries out inspections of joint technological processes;
● Control of the work of the 56th workshop of biochemical treatment (BСT), the 480th workshop of chemical treatment of industrial wastewater and the sanitary laboratory.
With third parties to perform the following works:
● Demercurization (disposal) of used mercury lamps;
● acceptance of domestic and chemically contaminated industrial wastewater for treatment;
● placement of construction waste;
● Conclusion of contracts for hydrometeorological observations, specialized hydrometeorological works (services) with the Center of the Hydrometeorological Service of the Republic of Uzbekistan.
The competence of the AMMP department includes inspection organizations (Department of Ecology, Environmental Protection and Climate Change of the Navoi region «Environmental monitoring, combating climate change and desertification», working with the Department of Sanitary and Epidemiological Peace and Public Health of the city of Navoi, monitoring the state of wastewater and the air environment to ensure the safety of life and health of the population, etc.).
For facilities and production facilities under construction, newly commissioned and reconstructed:
On the basis of the relevant decision of the Cabinet of Ministers of September 7, 2020, to submit a commercial proposal to authorized organizations for the development of the project «Environmental Impact Statement», develop the terms of reference, conclude an agreement with the production organization recognized by the commission as the winner, develop an organization for submitting the completed project to the «State Center for Environmental Expertise» under the Ministry of Ecology, Environmental Protection and Change of the Republic of Uzbekistan, to carry out the procedure of environmental impact assessment and order the conclusion of the State Environmental Expertise through eko-service.uz, a contract for the project expertise.
Moreover, the employees of the department, in accordance with the procedure established in accordance with Annex 15 to the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated February 22, 2022 «Obtaining permission to cut down trees that are not included in the State Forest Fund», carry out in accordance with the established procedure. my.gov.uz PD No 46 «on measures to obtain permits for cutting down dry trees, accelerate landscaping work in the Republic, more effective organization of tree protection» and «further increase the level of greenery in the Republic. Particular attention is paid to the organization of work on the effective organization of the implementation of the decree of our President No 199 «On measures to ensure environmental sustainability» through the consistent implementation of the national project «Green Space»
Furthermore, regular calculations of compensation payments for environmental pollution are carried out, as well as targeted and collective inspections of factories and production facilities to verify compliance with the requirements of the «Environmental» legislation.
Environmental protection includes comprehensive activities, including waste disposal, wastewater discharge, as well as monitoring and prevention of deviations in emissions into the atmosphere. These tasks of the enterprise are carried out in a planned manner. It is worth noting that the Environmental Protection Department, together with the UBT Department, is responsible for the implementation and audit of the environmental protection system at the enterprise, as well as the «Procedure for Identifying Environmental Aspects and Determining Their Impact». UBT-STT-01 (Quality System Procedure) mainly deals with the identification of environmental aspects and their impact on the environment at the production and workshops of the enterprise.
Based on the decisions of our president, new enterprises based on innovative technologies are being built in Navoiyazot JSC, investment projects are being implemented to introduce new technologies, as well as significant work is being carried out in this area and priority tasks are set for the discharge of new investment projects into the atmosphere, the discharge of wastewater by the AMMC department
Statistical reports «On Nature Protection» and «Report on Water Use», «Report on Land Restoration» to the Navoi City Department of Sanitary-Epidemiology and Health, the Department of Ecology, Environmental Protection and Climate Change of Navoi Region, the State Statistics Committee; «Measures for environmental protection and rational use of natural resources», «Measures to reduce emissions of pollutants into the atmosphere under adverse meteorological conditions», monthly information on the results of monitoring the state of the air in industrial buildings and chemical wastewater, workshops, monthly reports on the composition of its components are submitted.
Until recently, Navoiyazot JSC discharged untreated wastewater into the Zarafshan River through two discharges: 1st (industrial and rainwater);
Wastewater was discharged through wastewater disposal 2 after treatment to workshop No 56 (BTI).
In order to prevent surface water pollution, the industrial rainwater of the enterprise (discharge 1) was transferred to the biochemical treatment facilities of the 56th workshop for complete treatment. According to it, a pressure pipeline and pumps were installed to drain industrial rainwater from well KL-218a into chemically contaminated (acidic, inorganic) wastewater of the BTI Kk-59’ well. Ordinary treated wastewater is discharged into the Kasaba-Durman irrigation canal in the Karmaninsky district. A reinforced concrete ditch 54.3 meters long was laid to discharge treated wastewater from the 16th chamber of the 56th workshop into the Kasaba-Durman canal.
The role of trees in ensuring cleanliness of the environment is of particular importance. Including, 51 thousand trees were planted in 2023, 132 thousand trees and shrubs were planted in 9 months of 2024, landscaping works of Navoiyazot JSC were carried out.
In autumn 2024 and spring 2025, the implementation of the Green Belt project will continue in the sanitary protection zone around Navoiyazot JSC.
In accordance with the Decree of the President of the Republic of Uzbekistan NoPF-81 dated May 31, 2023, according to the schedule of qualitative monitoring of sources of environmental pollution approved by the Cabinet of Ministers, by the end of 2024, business entities belonging to the I-category of impact on the atmospheric air have been tasked with installing automatic stations for monitoring emissions from priority sources of persistent pollutants and equipping sanitary protection zones with automatic stationary monitoring posts.
In accordance with these commitments, Navoiyazot JSC has developed technical specifications, during the tender process it is expected that the installation of automatic monitoring stations and automatic stationary observation points will be fully completed by the end of current year.
